The USSR in Construction was a photographic propaganda journal founded by Maksim Gor’ky and published by the Soviet government from 1930 to 1941 and again briefly in 1949. Its harmonious layouts and designs were printed in rotogravure, a popular type of intaglio (incised) printing to mass-produce high-quality duotone images. The USSR in Construction was issued in Russian, English, French, German, and from 1938 on, Spanish, in an effort to represent the Soviet Union in a positive light to international audiences. Editors paired each of the 133 articles of the USSR Constitution with photomontage, statistics, quotes, and maps to illustrate the progress of industrialization in each area.
